China's Advertising Revenue Passed RMB 2 Trillion: Where Should Video Budgets Go?

SAMR reported in April 2026 that 2025 advertising revenue of public institutions and enterprises above the designated size reached RMB 2,050.21 billion. In the first half of 2026, leading enterprises and institutions generated RMB 1,037.38 billion, including RMB 612.1 billion in internet ad placement revenue, 86% of placement revenue. These industry totals indicate digital concentration, not necessarily higher video budgets at individual companies.

Video budgets cover more than cameras and filming days: planning, execution, version management and distribution also matter.

1. Fund the message before choosing how to film

A common waste is unclear objectives, audiences and uses, not inadequate equipment. Websites, sales, exhibitions, social videos and advertisements solve different problems. Define audiences, messages, evidence, channels and desired actions before production spending.

A polished film made by narrating a company profile over generic footage may do little for sales or sustained communication. Planning gives each shot a clear information task.

2. Prioritise real evidence

Product structures, manufacturing, real teams, service processes and verifiable sites build trust. They generally need authentic filming with coordinated access, people, lighting, sound and production schedules.

Animation, graphics, stock and generative tools can explain abstract information or inaccessible scenes, but do not replace evidence of the company's own capabilities. Protect distinctive, hard-to-repeat real footage in the budget first.

3. Plan several versions from one shoot

Footage can serve website masters, exhibition loops, sales presentations, vertical shorts and advertisements when formats, safe areas, speakers, details, ambience and independent sections are planned before filming.

Talking-head and interview production should coordinate prompting, composition, audio and horizontal and vertical use.

4. Reserve budget for distribution, testing and reviews

After production, decide which pages host the content, which salespeople use it, whether it needs paid promotion, how titles and covers vary by platform and how effectiveness will be assessed.

Track completion, qualified enquiries, sales usage, key-page engagement and reuse separately. View counts do not capture all business value, particularly for specialist buyers or long decision cycles.

5. Include rights and delivery in the budget

Agree music, fonts, likenesses, third-party assets and generated-content permissions, together with masters, excerpts, subtitled and clean versions, formats, covers and project files. Late additions or relicensing can cost time and money.
